China Shipowners Mutual Assurance Association, known as China P&I Club, has formally applied to join the International Group of P&I Clubs. If accepted, China P&I would become the first mainland Chinese insurer admitted to this powerful marine insurance grouping — a development with implications for shipowners and freight forwarders alike who rely on the global protection and indemnity (P&I) system to cover liability across international trade routes.

What has China P&I applied for?

China P&I has submitted a formal application to the International Group of P&I Clubs (IG) for full membership. The International Group confirmed receipt of the application following a visit by China P&I chairman Xu Lirong and senior executives to the IG's London headquarters on October 13.

"The Group was pleased to welcome CPI Chairman Xu Li Rong and other senior members of CPI to the IG's London office," International Group chief executive Nick Shaw said. "At the meeting, the IG was presented with CPI's application to join the IG, which will be considered in accordance with the agreed process."

How will the application be assessed?

The application will be assessed over the coming months against admission criteria agreed by the existing member clubs. The International Group has stressed that this review process will not affect the February 2027 P&I renewal, giving shipowners, cargo interests, and the freight forwarders who coordinate their logistics continuity and predictability during the evaluation period.

Is China P&I already connected to the International Group?

Yes — China P&I is not starting entirely outside the system. The Shanghai-headquartered mutual already holds approved reinsured association status within the International Group structure and maintains reinsurance arrangements with several existing member clubs. Full membership, however, would mark a significant step up in its standing within the international marine insurance market, extending the kind of global network access that matters to logistics operators managing cross-border project cargo and industrial moves.

What is the International Group of P&I Clubs?

The International Group currently comprises 12 P&I clubs that collectively provide liability cover for around 87% of the world's oceangoing tonnage. Member clubs share claims above the individual club retention — currently $10 million — through pooling arrangements, backed by a large collective reinsurance programme. This structure underpins much of the risk protection that global shipping, and by extension international freight movement, depends on daily.

If admitted, China P&I would become the group's first mainland Chinese member, a milestone that would signal broader internationalization within marine insurance and potentially open new avenues for Chinese-flagged and Chinese-affiliated tonnage within the global pooling system.

How large and established is China P&I?

Founded in Beijing in 1984 and now headquartered in Shanghai, China P&I has grown into China's largest P&I insurer. As of February this year, it had 104.8m gt across 2,199 P&I-entered vessels and describes itself as the eighth-largest P&I insurer globally by entered tonnage.

Its membership base extends well beyond domestic Chinese owners. More than 200 members include COSCO and China Merchants alongside international names such as OOCL, Seaspan, PIL, CMA CGM, Costamare, Wan Hai, and Zodiac Maritime. China P&I maintains branches in London, Singapore, and Piraeus, as well as several locations across Greater China — a global network footprint that mirrors the kind of expanded partner reach many smaller logistics players also pursue as they scale their international capabilities.

AM Best reaffirmed China P&I's A- financial strength rating with a stable outlook in July, citing very strong balance-sheet strength and low underwriting leverage.

What else signals China P&I's internationalization push?

The IG application is the latest move in China P&I's broader internationalization strategy. Splash reported in August that Seaspan became the first overseas shipowner to pay P&I calls to China P&I in renminbi, initially covering two 14,000 teu newbuildings. The arrangement pushed the Chinese currency into a part of marine insurance traditionally dominated by the dollar and European insurance markets.

China P&I also established the Hong Kong Shipowners Mutual Assurance Association last year as part of a drive to strengthen its presence outside mainland China.

What happens next?

The application now puts China P&I's ambitions before the International Group's 12 member clubs, which will determine whether the mutual can progress from reinsured status to full membership. The outcome will be closely watched by shipowners, cargo interests, and the wider logistics community for signs of how the global P&I landscape — and the network options available to them — may be evolving.
